Thanks! That's neat. The game makers put everything in the water, I wonder if that has to do with the story:
spoiler (click to show): Maybe the real world is supposed to be an alternative world from the game's perspective where the tornado completely wiped out Arcadia Bay and changed the landscape so it ended up permanently underwater. Yes, I know, tornadoes can't actually do that.
