This was a TV signal hijacking that happened in Chicago on November 22, 1987. It interrupted a sports post-game show and then a little later on interrupted an episode on Dr. Who on WGN channel 9.
The first hijack happened for about 15 seconds. Then, later on, at a quarter after 11 pm, a much longer takeover of the signal happened during Dr. Who.
It was some guy wearing a Max Headroom mask ranting about a bunch of different things and some of the audio was hard to understand. There was a lot of noise in the audio like the video signal was bleeding into the audio channel.
You just don't see stuff like this anymore and it was one of the rare, but fun things about old analog tv.
