If any universal expansion is occuring (which hasn't yet been proven), it's the space between galaxies, not the space within galaxies themselves. I agree with Vega and dreadjon on this because even with an even change in the forces that act upon particles, the effect would change dramatically.

Remember that the presence of a force has to compete with the lack thereof, not just that of opposite forces on the quantum level.
