Dr. Maelstrom is an ex scientist for some yet-unnamed organization and is currently in hiding from a rival organization that has targeted him for assassination.
His personality is generally serious although he cracks stupid jokes at inopportune times.
His backstory: Dr. Maelstrom used to work on top-secret projects, including the development of a new type of energy drive used in mecha that has the potential to grant its user nearly unlimited power if used properly. Because of his profound research, he is considered to be a valuable target for ransom. He has also sullied his hands in "dark" research, where he did some ethically questionable experiments on humans.
At the beginning of the story, he is on a Lunar base, preparing to head back to Earth, incognito.
