I didn't read the story yet but is this anything like the surcharge put on recordable media to compensate the movie and music industry because there's a chance that someone might use the recordable media to pirate stuff?
Personally, I think it's a bit ridiculous. Then again, until I read the article, this may be something completely different.

Oh, God. I did read the article and that is what it's about.
Don't the record companies already make a fortune while most artists see very little of the money?
It doesn't matter if the glass is half empty or half full. There's clearly enough room for more wine.
